WBU GENERAL ELECTION 1600

This is the second General Election in WBU history and looks to set the government for the next six years. The previous administration was led by the Center-Right Coalition with Prime Minister Klaus Ofthevek being charged with leading the young government to establish much of its systems. Other chief accomplishments of the Ofthevek government were engaging in cooperative talks with the region, namely with the Essig Conference. That being said, there is an opportunity for the other coalitions, as there always is. Below are the coalitions and their general goals for the upcoming term. 

The Coalition of Liberals and Democrats - CLD(Center-Right Coalition): 
Led by: Klaus Ofthevek (Oslanburg), first Prime Minister of the WBU
Member Parties: 
-Florinthus: Liberal Party
-Galeae: The Moderates
-Oslanburg: Oslanburg Democratic Party
-Vienland: Justice Party of Vienland

The center right coalition was the first to lead the WBU, with Klaus Ofthevek serving as its first Prime Minister. They have a base in every member state, though their strongest position is in Oslanburg, which helps them in terms of running the WBU and gives them a high likelihood of winning the elections and the Prime Ministers seat again. 

The center right coalition more or less wishes to stay the course in terms of directing the WBU. They are particularly interested in continued continental cooperation and see the Essig Conference as the first of many. 

They are keen on upgrading the WBU military and want to invest in it. 

The center right coalition respects the rights of the member states and does not want to become too involved in their affairs, outside of what is necessary. 

The center right see the WBU as a global force for good and desire to assert WBU interests abroad, though not as much as the Right coalition may want. 

The People's Party Union - PPU (Center-Left Coalition):
Led by: Alan Northrop (Florinthus)
Member Parties: 
-Florinthus: Centrist Union
-Galeae: Social Democrats
-Oslanburg: United Labour Party
-Vienland: Liberal Democrats

The center left coalition is the main opposition coalition to the center right and has the best chances of overtaking them in the coming election. They too have a base in every member state but are particularly present in Florinthus, where the Centrist Union has been in power for many years. 

The center left coalition agrees with the center right on diplomacy, which was one big reason why the products of the Essig Conference had no trouble passing in the WBU. They however, want even more than the center-right do in terms of economic cooperation and open borders, though that is a long way away.

The center left union is more interested in exerting the strength of the new government of the WBU and sees the necessity of getting involved at least somewhat in state affairs. Theyre interested in reforming education to bring all of the member states in line to provide a universal WBU diploma. 

They are less interventionist militarily and diplomatically, and see the WBU as primarily a peace-keeping entity rather than an aggressor. 

The Federalist Party Group FPG(Right Coalition):
Led by: Seba Kristofersson (Galeae)
Member Parties: 
-Florinthus: Federalist Party, National-Labour Party
-Galeae: The Conservative Party
-Oslanburg: None
-Vienland: The Sentric Union

The right coalition was the last coalition in terms of seat share in the prior government, but sees an opportunity to gain votes from members who are disgruntled with the WBU overreach. Their primary base is in Galeae and Vienland, though there are pockets in Florinthus as well. There is no party in this coalition from Oslanburg, limiting their ability to take leadership. 

As well, the right coalition struggles with differing goals. The Federalist Party in Florinthus, for example, is very WBU-skeptic, and wishes to limit its ability to influence member states. The Conservative Party in Galeae, however, is not WBU-skeptic at all, and sees the WBU as a good thing.

One thing the right coalition agrees on, however, is the military. They desire for the WBU to be the most powerful military on the planet, and want it to exert its influence abroad in a marked way. Lanlania has been the leader of Brigidna for too long, and the WBU has a prime opportunity to take its place if it plays its cards right. 

In general the right coalition will vote for anything that strengthens the WBU in relation to other countries while not overreaching into the rights of member states. 

The Alliance of the Left - AL (Left Coalition):
Led by: Braun Ople (Oslanburg)
Member Parties: 
-Florinthus: The Left
-Galeae: Galeaen Labour Party
-Oslanburg: Social Democrats
-Vienland: The Socialist Union

The Left coalition is a combination of socialists, communists, and general leftists in the various states. They have limited pockets in all members, but get most of their seats from Oslanburg. They have almost no support in Galeae and Vienland, which limits their strength, but not in a terribly significant way. The left coalition was the third coalition in the previous government.

The left coalition is focused on empowering the state in WBU. They see the WBU as a strong and guiding hand for the member states as well as the region at large. Moreso they see the WBU as being an actor for promoting the wellbeing of the people in the WBU and abroad. They are moderate on immigration, with some of the parties being pro and some more populist elements against. Their stance on the military is that a strong one is needed for a country like the WBU to do what it needs to so, but they're not particularly interventionist either.

Much of the lefts focus is domestic, but they are neutral on the subject of further cooperation with the continent, so long as WBU workers are protected properly.

Coalition of United Green Parties - CUGP (Green Coalition):
Led by: Akilah Mounib (Florinthus)
Member Parties: 
-Florinthus: Green Party
-Galeae: Green Party
-Oslanburg: Greens
-Vienland: Green Vienland

The green coalition is a sustainability-focused coalition of parties that desire a greener, more environmentally conscious WBU. They have limited support in all states, but are unlikely to ever gain any sort of leadership role. They are most popular in Florinthus, where visionary leader and immigrant advocate Akilah Mounib has found a wide following. 

The green coalition is focused on sustainable growth. Their focuses are on the following: Renewable energy and transit options that limit the necessity for automobile usage. They are also non-interventionist in terms of military usage and focus on defense rather than being any sort of aggressor.

However, tales of a resurgent and discontented conservatism are making the rounds; will this new wave of reactionism force a shift in the political pendulum, or will it eat itself alive in a battle for the soul of "true" conservatism?

NPC History
Ostland and Kave have been mostly sleepy since their creation. They've been loosely involved with the WBEA and attended the Essig Conference recently.

Campaign Plot
This is the interesting part. I'm thinking WBU begins manipulating activities in Ostland and Kave with the intention of bringing them into the fold while still appearing outwardly friendly/involved.

With Ostland, being a republic, influencing elections is obviously an option, while promoting candidates that are party to our cause could help, it could be just as suitable to support wild candidates who would destabilize the country and lead to protests/unrest. If the protests become bad enough, someone would have to ensure peace returns to Ostland, right?

With Kave, we have a few options, we could try to negotiate with them, but we could also sponsor republican groups that seek democratic institutions in Kave, and if successful nudge them in our direction. I could see some sort of coup attempt in Kave to remove the royalists in power and replace them with republican government.

If our clandestine activities dont work very well, we could ultimately just invade under some pretense, or facilitate a more direct coup-d'etat in either country to force them to bend to our will. We'll see how things progress. WBU is interested in protecting its reputation, but maybe not that much. We'll see how this progresses and work from there. We have a lot of options.

I'd love to hear your thoughts on this, monsieur directorate.

Potential for Other Player Involvement
Nerysia would certainly have interest in this, as might Gehenna and Aurentine, Lanlania, etc.

Nents and I discussed a cloak and dagger game, particularly in Ostland. This could also lead to Nerysia doing something or other with regards to Dyrheim as a means for matching WBU's expansion.

  Community and SMTRP Rules Overhaul

I am currently in the process of performing the second major overhaul of Eternity's rulesets. This is part of a larger overhaul of the Starter Guide, shich is woefully out of date.

For the most part, this overhaul will serve two purposes:
1) Remove wordiness to aid in readability.
2) Slim the list by reordering, rewording, and recombining concepts so that it is not... *checks*... 3,357 words long. And that's just the community stuff.

Submit suggestions for changes, or comments on the current rules in this thread.
I'll of course post the final revision for comment, and we shall vote upon it publicly.

A paranormal espionage RP series


I've had another idea for an RP, one I've been mulling over for a while now and working out how it will go while I write up stuff for Gundam. This new one is based on a series of old roleplays and characters I did in my younger days, inspired by some stuff in a d20 book I got in high school. I never ran any games from it, but it's served as inspiration for several characters and roleplays in the past, and I'm interested in using it again for this.

IN essence, the setting is the exact same as Siora. Or maybe Earth. Everything is normal and familiar, the sky is blue, we like cars and computers, politics makes everyone mad, etc etc. People laugh and love and die, and governments do as governments do, but not everything is exactly as it seems. Reality is what we make of it, a construct created by group consensus, if subconsciously - where multiple points of view come together to create a general picture, a common "truth" such as the sky is blue, families are desirable, or all men are created equal - and what we call reality adapts accordingly. Anyone who disagrees, who tries to break that consensus, is simply mistaken, insane, or even dangerous.

So is the extranormal more normal than we give it credit for?

There have been all manner of great humans with a little "something extra" through the ages: great prohpets and sages, epic warriors, charismatic leaders with a little "extra" sense who were maybe occasionally "ahead of their time." Since Victorian times the possibilities of the paranormal and the unexplained were thoroughly explored by so many societies and governments; of course aliens, psionics and all manner of other anomalous things don't officially exist, and in fact a huge mountain of scientific evidence has accumulated over the decades that have systematically debunked all manner of aliens, monsters, fortunetellers and ESP. The status of such things as pure fantasy is a direct result of actions taken in the shadows to keep the world at large oblivious to the grim unreality that doesn't want seen.


The Organization:

That's where our heroes come in. The Paranormal Science Investigations Unit (or just PSI) is a small and secret service with a long history of investigating and protecting the American public from all manner of extranormal, unexplainable, or anomalous phenomenon. Its directive, ultimately, is to watch, regulate, and control paranormal phenomena that may pose a threat to the general wellbeing of the public and the fragile perception of reality as we know it. Over the years they've drifted between the auspices of different government services, existing as a line-item in the various departments under health, defense, education, environmental protection, among others, receiving funding in secret and reporting to very few people who "need to know." One thing has remained constant, and that has been its commitment to investigating and containing extranormal affairs from public view, and uncovering and silencing the hidden forces that would seek to discover and use these anomalies for their personal benefit.

Our heroes are part of PSI Department 7, the field investigations unit. You have all been selected based on a certain set of traits and aptitudes to perform the job of PSI field agents, to study and confront these paranormal phenomena and protect the taxpaying public at large. There are six other departments beside Department 7:

D-1: known as "Central", this is the top of the organization, the need-to-know and descision makers
D-2: known as "Personnel," this arm focuses on recruitment, training, research, and..."oversight" of the other departments.
D-3: officially known as "Administration," but mainly called the "Library" or "Archives," this branch is in charge of logging, maintaining and protecting the records of operatives, their missions, and the data and activities they have uncovered.
D-4: "Supply," this branch focusses on developing, testing, acquiring and storing the tools, munitions and, well, supplies that are needed and requested by the other departments.
D-5: Officially called "Communications," this arm's entire job is to monitor field activities, fix screwups and provide cover stories for paranormal events and their effects that might impact or get noticed by the public. Please don't make more work for them.
D-6: The Emergency Response Team, this arm is an elite squad that swoops into and cleans up situations that demand an immediate and heavy-handed approach.
D-7: The Field Investigations Unit "Operations" where our heroes work, which is the largest and most varied in their scope. If it's not a job for the other departments, it usually falls on the agents of D-7.

All the departments (except D-1) are technically equals, but D-7 agents likely only ever deal with D-3 and D-4 on a regular basis; D-1 is far too insular and above Operations, the oversight "spooks" in D-2 are given a wide berth, the public work of D-5 keeps them away from the secretive work of the others, and the band of brothers in D-6 tend not to cavort with the people whose "screwups" they have to fix.


The Heroes:

You are an agent of PSI in Department 7. The RP will begin with you being relatively fresh from a transfer from training with D-2, perhaps having served with a minder for a time beforehand.

This is the part I'm not entirely certain on yet. I was planning on having the rp be a little more tabletop influenced, but still focus on writing over bogging things down with dice rolls. IN essence, I'm thinking of having people select from a few preset skill "types" when they make characters, which I will use in a randomizer to determine whether or not certain people might pass or fail certain critical or divergent points in the plot to make things less scripted on my end (and hopefully for anyone playing, as well). Other than that, this would act like a normal character-vased roleplay.

Assuming your characters survive, there might be progression. If I use levels, they'll be an indication more of your progress and experience in the organization, rather than, like, a representation of absolute power. Beyond that, I don't completely know how progression would work, but you'll probably get better at doing things if you do things. Right? ¯\_(ツ)_/¯

I guess a couple core questions are:

When/where should this take place?
I was thinking Siora. Like, PSI is part of the FSB in Nyland kind of thing. Sal wants it in the real world, because we know about that world. I'm fine with either, I just thought having it in Siora would tie nicely to everything, but it makes little difference to my plots either way.

How heavy into tabletop stuff should we lean?
Now, However heavy we lean won't be too heavy anyway, because I want the focus on the writing anyway, but it will affect the kind of stuff we put on character sheets, and how important "leveling up" is. We have credit cards (and, like, your equipment is likely provided), so don't expect phat loot regardless, but am I gonna need to set up hard numbers for stats, skills, and abilities, or am I just giving general descriptions of what characters can do? Should I even make these set-stat "archetypes" to choose from, or just let people make up vague (and likely incomplete) descriptions of what they can do...?

That kind of thing.

Anyway, hope people like it and are interested, as I've been itching to get back into some of my old RP worlds for some time.

  Eskkya/Strathae Merger

Overall this has been a fairly long process starting when alternative and cn took power. In the 1570's an immigration and visa treaty was signed followed by a tax harmonisation treaty in 1570's. Co-operation has been gradually increasing over time with the SBTO for the defense side etc So they have gradually been becoming closer. Basically there has been a will to merge at the right time on Strathaes time but the identity of the nation was too laurentian but over since the alternative/cn took power its become traditional enough once again for Strathae to merge with the nation.

The based combined stats for 1595 are as follows:

“Your cousin is the worst,” Hiraku Honda hisses softly as he walks side by side with his superior. Out of the corner of his eye, he can sense two cold glances settle upon him. Clearly her guards were not pleased with his informality; before either can say anything though, she waves them off with her hand.

“Not untrue,” Mirai Sekai replies simply. “But still inappropriate to say for a while longer.” He mumbles something under his breath, earning a glare from her and a scolding. “Just a reminder, Chairman. He is of Imperial blood. Still your tongue.” She mumbles something else as her eyes flicker away. Honda opens his mouth for a moment to ask what it was she says, but pauses and clams it shut just as quickly.

“Forgive my tongue, Your Imperial Grace.” His eyes drift upwards to meet hers. Sincerity and anger blend together, giving her a perfect window into his current mindset. Unsurprising, given the circumstances bearing down upon the region. “I’m simply a bit shaken by all of this. There’s no doubt how this ends. It’s as if he’s looking for a fight… does he really think he can win like this?” Before she can answer, they reach the end of the hallway. Two other guards greet them and salute. Bowing their heads, they await for her order to return to attention. With a dismissive wave of her hand, they stand upright and slide open the door for her.

“To be honest, I can’t say for certain Chairman. But I suppose that’s what the meeting is for, no?” Empress Sekai gives him a grim smile and steps into the room. At once, all of its occupants fall silent and stand at attention, bowing in her presence. She clears her throat and walks to her seat at the middle of the C-shaped table. She looks at the chair and smiles. Perfectly plain and just like the others, as requested. She sits down comfortably and waves her hand to the assorted generals, statesmen, and security advisors. As they sit, Honda joins her on her right while the new Prime Minister, Takashi Nobunaga, flanks her left.

“Do we need a recap of the situation, Your Imperial Grace?” One of the attendants ask. She gives them a nod, and the attendant begins to speak. “At approximately 05:15 local time, explosions could be heard along the demarcation line between the Sainamese Republic and the Imperial Edo State. While the Imperial Guard had supposedly been put on high alert, reports are trickling in that border towns on the Edo side of the line have lost communication with the central provincial government, likely being captured by Sainamese forces.” As the attendant speaks, another attendant hands her a folder. Opening the folder causes the first attendant to fall silent, allowing her a moment to skim its contents. After a minute however, she pauses and looks up with a look of confusion.

“Did I say stop?” Empress Sekai asks calmly. The attendant gulps and bows her head.

“Apologies, Your Imperial Grace. I wanted to give you a moment to read the contents before-“

“I’m capable of tuning into your summary of the situation and reading the dossier’s contents. Please continue.” She returns her attention to the dossier and continues to skim the folder’s contents. The attendant winces for a moment before recovering her composure.

“By your command. At this time, intelligence suggests that Sainamese forces are advancing upon the...” She trails off again and swallows hard. Empress Sekai slowly looks up and folds her arms.

“The Palace is going to be taken and then he’ll claim the Celestial Throne.” At once, audible gasps can be heard throughout the room. The Empress smacks her hand on the table to silence the room and rolls her eyes as obviously as she can. “Oh come on! We all know what he’s doing and this is obviously to shore up support for a failed domestic policy!” Prime Minister Nobunaga clears his throat and decides to add his voice to the conversation.

“We suspect that Sainam may also be seeking to do much more than that though.” The Prime Minister flips through his folder to a particular page in the report and points to a highlighted section to show the Empress. “This may be the stepping stones to begin the conquest of all of Heiwana. They believe that our neighbors due west will be the only one to come to the aid of Edo, as we currently handle the Drubangi Crisis.”

“He takes the throne, claims the mandate, and tries to rally support to conquer the archipelago…” Empress Sekai trails off and thinks for a moment. Then, she takes a deep breath and looks over at Chariman Honda for his thoughts. He seems to be staring at a particular page on his notepad. As Empress Sekai strains her eyes to see what’s on the notepad, he discretely tilts it to show her. An eyebrow shoots up, followed by a look of horror as she finally sees where his head is at.

“If I may be frank to everyone, and to Her Imperial Grace most of all, I believe it’s clear which of these problems is the larger of the two.” He closes the notepad and looks around the room calmly. Eventually, his eyes settle on the Defense Minister, Goro Kato. “Handling a two front war. With allies, is it possible?” All eyes turn towards Minister Kato, who seems to be attempting to look anywhere else. After a moment, his eyes dart to meet Chairman Honda’s

“With all due respect Chairman Honda, you’re asking me to run a scenario which has quite a few variables in play.” Empress Sekai’s eyebrow raises at the rather dodgy answer. She leans forward ever so slightly, as if ready to pounce upon her newfound prey. The Defense Minister seems to notice this and softly clears his throat to indicate that there was more to say. “That being said, initial estimates suggest it isn’t completely impossible to take on both Drubang and Sainam at once. Presuming that they would be willing to work with us on Sainam… we could potentially fight Drubang to a standstill and take down Sainam in the meantime.”

“This is presuming that they’d want to invade Sainam though,” Prime Minister Nobunaga adds. “Liberating Edo may be as far as they’re willing to go for this, which means…” He trails off and lets the room fall silent again. Empress Sekai and Chairman Honda look at each other, reading each other’s facial expressions for a moment. Eventually, they both look at the Foreign Minister, Kotone Akiyama.

“Foreign Minister Akiyama, please reach out to your counterpart in Chikasu immediately. Defense Minister Kato, prepare our standing fleets for further orders. Continue with the planned operations for the Drubangi Crisis, but prepare any other standing forces for the possibility of hostilities with Sainam. Prime Minister Nobunaga and Chairman Honda, let’s prepare an emergency session as quickly as possible. Are there any questions?” The other occupants in the room remain silent. With a simple nod, the Empress rises and says, “Then let’s not wait any longer. It’s time to get to work.”
