HEAR ye, hear ye, the 1580-1581 session of the Nyland Federal Assembly is now in session. All Honourable Assemblypersons, do please take your seats for role-call.

Within these halls, all legislative decisions for Nyland shall take place. Anyone from any party shall be allowed to present legislation for consideration, but only one bill may be active upon the floor for debate and vote at any one time. Furthermore, during debate, one must clearly state who is being recognized to speak on the floor, their party (if applicable), and then put forth their statement or argument for or against the bill and other points of discussion; one may refer to others arguments if they so desire, but they shall refrain from direct outbursts on the floor without having been called to the floor to speak.


The Rules
This is meant to be a fun thing where anyone can pop in as an assemblyperson of Nyland's legislature, and legislation by no means has to remain serious or solemn. There are a few basic rules to consider, however:

1) Legislation for the period can only be presented during an open period for submittal. The status of the Bill Submittal period is located above. If you miss the posting period, tough shit; hold onto it for later.
2) Submitted Bills are first-come, first-served. If emergency stuff happens, such as natural disaster or a state of war, a separate thread will be created. (No more Tambossa-style "vote only" unless time is really, really of the essence)
3) There are no time limits on debate. If the session ends before debate finishes, or we don't get through the queue of bills, then tough shit, it's gone; remake it in the next session.
4) To move for a vote, two people must motion for a vote. Voting will then begin in this thread, with people posting whether they vote for or against, and which party they represent.
5) After a bill moves to a vote, there is no revote; will not be re-submitted until the next session.
6) Votes will be weighted by party, and the party's votes split based upon those who recognize themselves as from such party. Individual people may of course split their alloted votes amongst (yes), (no) and (abstain) if they so wish.
7) Any Bill that passes a vote, regardless of how trivial or silly, will move to the President's Desk for consideration; the President must post his approval/denial in this thread.
8) Any bill denied by the President may still become law with a 2/3 majority in favor in the legislature; any bill approved by the President is in immediate effect and becomes law throughout Nyland.

1583 Sainam Open

The Sainamese Open is a major tennis tournament held annually over the last two weeks of Alvan in Isume, Sainam. First held in 1528, the tournament is chronologically the first of the four Grand Slam tennis events of the year. It is player on hardcourt surfaces since 1562.

Summary of the first rounds

1583 Sainam Open started already with a few surprises, with three-Grand Slam winners Reinis Araafs and Galeaen Viktor Kallum being defeated against Lanlanian Sven Bergman and Kyrzbekistani Besim Muriqi, respectively. Despite winning the first set easily, 1581 Sainam Open champion Gehennan Otto Sticker wasn't able to defeat Vallish Jacques Bresson (7-5, 2-6, 4-6, 4-6), Mordvanian Vitomir Brezovar experienced a similar fate against Viktor Roziitis, while A'Sirian Yousef Madani defeated his compatriot Hassan Parsi, 1581 Florinthian Open champion, in three sets (6-2, 6-1, 7-6).

In Women's Singles, 1579 Florinthian Open winner Jandrean Karen Alexander was surprised by Khiblander Sofia Laurenti who won the last set with authority (6-7, 7-5, 1-6). Last year runner-up Taguchi Yuyika suffered to defeat Castlian Elvira Paz (7-6, 7-5), while the 1580 and 1581 Sainam Open winner Mordvanian Miroslava Pahor need three sets to beat his countrywoman Wladyslawa Lukazewska. Pahor, who had failed to qualify to the quarterfinals in 1582, required a tie-break to defeat his 17-year old rival (4-6, 6-2, 7-6). Biyran Ewa Struss (defeated by unknown A'Sirian Donya Lahijani), and 1582 Florinthian Open runner-up Lanlanian Agnetha Larsson, who wasn't able to beat Lomarren Renata De Gregori, were another surprises of the third round. On the other hand, the twice Grand Slam winner Lomarren Renata Raineri was unexpectedly defeated by the younger Florinthian Angie Brooksby.

In the fourth round, 1582 champion Regina Muiznieks faced more problems than expected to beat Mia Bentsend (number 62th in the ranking), although the Oslanburgan failed to win any game as receiver. Pahor couldn't make to the Round of 16 as she lost against Lanlanian Emma Hedman (3-6, 5-7), and Angie Brooksby was defeated by East Kaljuran Eliisabet Mägi.

Surprises continued in Men's Singles in the fourth round, as the last season champion Hylian Frederick Wahlberg was defeated by Florinthian Trumaine in three seats (6-7, 2-6, 2-6). Besim Muriqi was not able to continue his feat in the previous round defeating another favourite, the 1582 runner-up Mordvanian Goran Musek, while Sakamoto Keitaro became the only surviving Sainamese in the Round of 16, after defeating Rolf Adamsen in four sets (6-2, 6-2, 3-6, 6-4).

NPC Location: Directly west of the Vestor Licit People's Mandate, stretching from the northern coast of the Green Gulf in the south to the border of Central Tambossa in the north.
NPC Government: Federalist democracy with one executive President and duel legislative Congresses split by purpose: The War Congress and State Congress control foreign and domestic policy respectively and each federal region elects one representative to each. The President may break ties in either Congress and directly commands the military and federal employees. Federal judicial responsibilities are taken up by Judicial Subcommittees in each congress which overrule and advise lower courts on their areas of expertise. Some examples are the Judicial Subcommittee on Money Laundering and Material Support for Terrorism in the State Congress, the Judicial Subcommittee on Treason and Sedition in the War Congress, and the Judicial Subcommittee on Property Crimes and Eminent Domain in the State Congress. NPC History
The Federal Republic of Elanii and Warhin is the union of various Elanii and Warhin ethnostates founded in 1550. It continues the lineage of the dominant Elanii ethnostate, a matriarchal society with a strong libertarian streak, dominating the patriarchal Warhin, a formerly nomadic people forced into reservations on the coast in the mid 1400s. In antiquity, the Elanii and Vestor peoples fought the Five Thousand Mile War as the great powers of the Valentan Kingdoms and Imperial Estia. The war culminated in the Battle of the Destitute Kings in 1205, where both leaders Rayvus the Farrow and Erebus III were slain without heirs. In the next decades, both great powers collapsed completely and Elanii, Warhin, Vestian, and Chiri states rose and fell in a system of extreme balkanization. Regional and local powers squabbled without much impact on the wider world until 1480 CE, when the Elian States invaded and annexed many competing Vestian microstates. For the Vestians and Chiri, this marked the start of the Great Patriotic Resistance. Decades of devastating guerrilla warfare dislodged the mercenary Elanii and solidified the Vestian people's distaste for democratic degeneracy and need for a strong state to protect the people from foreign abuse. The MANINTERN was born directly out of the Great Patriotic Resistance and has kept the lessons learned by its sons and daughters well. The Federal Republic of Elanii and Warhin most recently fought the Vestor Licit People's Mandate in 1555, a devastating six-day exchange of thermobaric weaponry and high-profile dogfights that was a catalyst for the Blockade Against Foreign Undecency.

Campaign Plot
Current MANINTERN operations in and around the Vestor-Elanii border focus on small unit infantry and mechanized tactics to conduct force reconnaissance of areas abandoned by both sides during the thermobaric exchange. Captain Arnold Barnes will be first tasked with a raid on an abandoned research facility inside Merkov CFB, Delphus peninsula, Elanii. Further operations will follow.

Potential for Other Player Involvement
While the simmering cold war between Elanii and Vestor is a regional conflict, robber-baron democracies are sure to take sides in the conflict in pursuit of material gain.

The Contracting Parties, 


Reaffirming their desire to create a system of collective security in Siora based on the participation of all Meritocratic States, irrespective of their social and political structure, whereby the said States may be enabled to combine their efforts in the interests of ensuring peace in the continent; 

Taking into consideration, at the same time, the situation that has come about in the continent as a result of the ratification of the Osean Agreements, which provide for the constitution of a new military group in the form of a “Federal Republic of Elanii and Warhin”, with the participation of a remilitarized Warhin and its inclusion in the Federal Elanii bloc, thereby increasing the danger of a new war and creating a threat to the national security of peace-loving States; 

Being convinced that in these circumstances the peace-loving States of the continent must take the necessary steps to safeguard their security and to promote the maintenance of peace on the continent; 

Being guided by the purposes and principles of the Charter of the Great Patriotic Resistance; 

In the interests of the further strengthening and development of friendship, co-operation and mutual assistance in accordance with the principles of respect for the independence and sovereignty of States and of non-intervention in their domestic affairs; 

Have resolved to conclude the present Treaty of Friendship, Co-operation and Mutual Assistance and have appointed as their plenipotentiaries:

Who, having exhibited their full powers, found in good and due form, have agreed as follows: 

Article 1 
The Contracting Parties undertake, in accordance with the Charter of the Great Patriotic Resistance, to refrain in their international relations from the threat or use of force and to settle their international disputes by peaceful means in such a manner that international peace and security are not endangered. 

Article 2 
The Contracting Parties declare that they are prepared to participate, in a spirit of sincere co-operation, in all international action for ensuring international peace and security and will devote their full efforts to the realization of these aims. In this connexion, the Contracting Parties shall endeavour to secure, in agreement with other States desiring to co-operate in this matter, the adoption of effective measures for the general reduction of armaments and the prohibition of atomic, hydrogen and other weapons of mass destruction. 

Article 3 
The Contracting Parties shall consult together on all important international questions involving their common interests, with a view to strengthening international peace and security. Whenever any one of the Contracting Parties considers that a threat of armed attack on one or more of the States Parties to the Treaty has arisen, they shall consult together immediately with a view to providing for their joint defence and maintaining peace and security. 

Article 4 
In the event of an armed attack in the continent on one or more of the States Parties to the Treaty by any State or group of States, each State Party to the Treaty shall, in the exercise of the right of individual or collective self-defence afford the State or States so attacked immediate assistance, individually and in agreement with the other States Parties to the Treaty, by all the means it considers necessary, including the use of armed force. The States Parties to the Treaty shall consult together immediately concerning the joint measures necessary to restore and maintain international peace and security. These measures shall be discontinued as soon as the necessary action is taken to restore and maintain international peace and security. 

Article 5 
The Contracting Parties have agreed to establish a Unified Command, to which certain elements of their armed forces shall be allocated by agreement between the Parties, and which shall act in accordance with jointly established principles. The Parties shall likewise take such other concerted action as may be necessary to reinforce their defensive strength, in order to defend the peaceful labour of their peoples, guarantee the inviolability of their frontiers and territories and afford protection against possible aggression. 

Article 6 
For the purpose of carrying out the consultations provided for in the present Treaty between the States Parties thereto, and for the consideration of matters arising in connexion with the application of the present Treaty, a Political Consultative Committee shall be established, in which each State Party to the Treaty shall be represented by a member of the Government or by some other specially appointed representative. The Committee may establish such auxiliary organs as may prove to be necessary. 

Article 7 
The Contracting Parties undertake not to participate in any coalitions or alliances, and not to conclude any agreements, the purposes of which are incompatible with the purposes of the present Treaty. The Contracting Parties declare that their obligations under the international treaties at present in force are not incompatible with the provisions of the present Treaty. 

Article 8 
The Contracting Parties declare that they will act in a spirit of friendship and co-operation to promote the further development and strengthening of the economic and cultural ties among them, in accordance with the principles of respect for each other’s independence and sovereignty and of non-intervention in each other’s domestic affairs. 

Article 9 
The present Treaty shall be open for accession by other States, irrespective of their social and political structure, which express their readiness, by participating in the present Treaty, to help in combining the efforts of the peace-loving States to ensure the peace and security of the peoples. Such accessions shall come into effect with the consent of the States Parties to the Treaty after the instruments of accession have been deposited with the Government of the Vestor Licit People’s Mandate. 

Article 10 
The present Treaty shall be subject to ratification, and the instruments of ratification shall be deposited with the Government of the Vestor Licit People’s Mandate. The treaty shall come into force on the date of deposit of the last instrument of ratification. The Government of the Vestor Licit People’s Mandate shall inform the other States Parties to the Treaty of the deposit of each instrument of ratification. 

Article 11 
The present Treaty shall remain in force for two hundred years. For Contracting Parties which do not, ten years before the expiration of that term, give notice of termination of the Treaty to the Government of the Vestor Licit People’s Mandate, the Treaty shall remain in force for a further one hundred years. In the event of the establishment of a system of collective security in the continent and the conclusion for that purpose of a Continental Mandate concerning collective security, a goal which the Contracting Parties shall steadfastly strive to achieve, the present Treaty shall cease to have effect as from the date on which the Continental Mandate comes into force. 

DONE at Chiri, this fourteenth day of Vintyr in 1550, in one copy, in the Vestian and Chiri languages, all the texts being equally authentic. Certified copies of the present Treaty shall be transmitted by the Government of the Vestor Licit People’s Mandate to all the other Parties to the Treaty. IN FAITH WHEREOF the Plenipotentiaries have signed the present Treaty and have thereto affixed their seals.

Fifty FC200 Coyote Armored Personnel Carriers with three hundred infantry aboard them rumbled into action down National 26 South, one of the few Elanii roads still in good working order this far north (grid square T17). Captain Arnold Barnes, Bronze Regimental Team Leader, watched his own identical column stream down N26 East (grid square T8) through binoculars as he stood in one of the open hatches of the lead Coyote.

"Bronze, Bronze, Bronze, this is Regional Command," a voice crackled over the command line of the Coyote's bulky vocex unit.

"Regional Command, Bronze Actual," Barnes said into his headset, every bit as bulky and inconveniently connected to the vocex by a thick, rubber-wrapped copper wire.

"Captain, authorization from National's just come down for your mission. Proceed as planned into Merkov CFB and liberate any pre-war tech samples or files you can. Regional Intelligence confirmed our suspicion: Ignatius and Delphus appear abandoned. Assume THREATCOM 4 and moderate combat readiness. Regional out."

Markov was supposed to be abandoned, but the Elanii had a habit of leaving nasty surprises behind. Barnes intended to get the job done as quickly and carefully as possible. Something about this whole peninsula gave him the creeps. The Coyotes continued their westbound crawl, impervious to any spooking the terrain or inhabitants were capable of.
