  A proposed solution for a fair proportionment of UK Parliament seats under MMP

I think I have a solution to fairly apportion parliament seats in the UK. Use MMP and have 400 local MP seats then give each nation 50 list MP seats apportioned by PR. So the list of seats per capita goes like this 1: NI 2:Wales 3:Scotland 4:England. The seats would look like this for totals: England:387(64.5%) Scotland:83(13.83%) Wales:69(11.5%) NI:61(10.16%) . This is against percent of population as follows England:64.5% Scotland:8.3% Wales: 4.8% NI:2.8%. Currently the MPs by country are: England:533(82%) Scotland:59(9.83%) Wales:40(6.6%) NI:18(3%).This would mean no nation including NI could ever be ignored and England's unfair population advantage would be destroyed in terms of power. Additionally we could even allow either an oath to the queen and the people or the people so MPs don't have to swear an oath to the queen so republicans who feel they can't swear an oath to the monarchy can run( if I ever theoretically ran I would swear an oath to the monarchy).I think this is a fair solution , what do others think? We could also apportion the percentage of seats in the Lord's like this too.

The decisive and tense 1590 presidential election ended with the victory of former Foreign Minister Aljaz Martelj, the candidate of the Mordvanian Republican Party, defeating the left-wing candidate Vladislav Kozina in the final run-off. The election was followed by a period of apathy and relative paralysis, as Martelj surprisingly fulfilled his electoral promise not to call snap elections "without a justified reason", and his year in office was marked by a period of cohabitation between the center-right president and a left-wing parliament. This exasperated many Martelj's supporters, but the relation between the president and the President of the Republican Council Vladislav Kozina became highly heated in the following months as President Martelj blocked many laws passed by the parliament exercising his right to veto.

The left had an already poor result in the Alvan 1591 Voyvode election. One month later, this was confirmed as the left-wing parties lost their majority in the parliamentary elections. Martelj's Mordvanian Republican Party was the most voted party but it obtained a poor result than expected, while the centrist Centre Democratic Party ending surprisingly close. Kozina's left-wing Lavika Party obtained their worst result to the date, down from 34.8% to 14.1%, while the Bunesgan nationalists were able to come back to the national parliament as it was a far-right party for first time since 1573.

It was unclear which kind of government was going to be formed -either a Mordvanian Republican Party-minority government, a MRP-Centre Democratic Party coalition, or even a centrist All-Republican coalition- but an important shift on domestic policies was expected.



Not exactly a strange in Mordvanian politics, Miroslaw Wolinsky entered for first time into the Assembly of Representatives in Slovograd as an elected politician. He had officially visited the building many times in the past, but certainly this was a new role for him, as it was the last electoral campaign as Mordvanian Republican Party candidate - although he had only a minor role during the campaign. Wolinsky was considered the founder of the MERSEK, the Mordvanian military intelligence, being its chairman for ten years. From 1581 to 1586, he was appointed ambassador to Khibland. His inclusion as candidate for the center-right Mordvanian Republican Party was surprising, although he was not expected to play a minor role in the parliament. It was rumoured he was likely to be appointed as Minister of Defense in Martelj's administration, although such decision was not confirmed by either President Martelj or MRP leadership.

As he crossed the parliament halls, Wolinsky suddenly saw a strangely familiar face. After a few seconds, he was able to recognize that changed but resembling face. It was not other than Bogdan Paharc, who he had not seen in more than twenty years. Paharc had belonged to Wolinsky's inner circle during the Mordvanian civil war. However, the revolutionary years radicalized him, and Paharc would join the far-left Communist Party of Mordvania. As the Communist Party was banned in the early 1570s, accused of foreign funding, Paharc left the country. It was said that Paharc was living in Severyane and Kyrzbekistan.

Paharc did not returned until 1584, three years after the Mordvanian Communist Party was allowed to register as a legal political party. That year, the Mordvanian Communist Party agreed to join a left-wing electoral coalition with Zvezdana Serebryak's United Progressive Socialist Party and other left-wing political party, until its disolution in 1587, in which they merged forming the Lavika Party. Paharc, however, did not become politically active until 1588, when he served as advisor to President Zvezdana Serebryak, allegedly on national security. As Wolinsky, he entered for first time to the Mordvanian parliament.

"It has been certainly a long time", Wolinsky said.

"Indeed, Citizen Wolinsky", Paharc replied, using the etiquette of the early republican years, now considered outdated and rarely used, after a long silence.

"You wouldn't believe the stories I heard about you", Wolinsky said. "How is Darija?".

"Yes, I can imagine. I guess I could say the same", Paharc answered. "Darija is fine. She is increasingly tired but pleased, as most of us".

"Of course", Wolinsky replied. "I need to leave now. I may see you later".

‘’Our current estimate is that we are basically blind and deaf, and we are in no position to effectively contain the threats that exist at the moment, and those in the future…’’

Niklas Westerberg, otherwise known as ‘W’, listened attentively to the briefing of one of his senior analysts at a preparatory meeting of the Federal Security Department’s 4th Section. What the analyst unfolded in front of his wrinkled eyes was the scenario he had long expected, and feared. He kept listening carefully, but he already realized he was not going to look good in next week’s meeting on policy and planning with the other section heads of the agency. Protecting Nyland was becoming in increasingly complex business, and the 4th Section barely knew what was going on beneath the surface.

Anders Clausen, a liaison officer from the 5th Section, wasn’t exactly helping either. Although as a liaison officer he was supposed to be something of a coordinator, a messenger and a mediator, he rather tended to act as the 5th Section’s lobbyist. He shared little details of their work and operations, even though it was so fundamentally intertwined with that of Section IV. The 5th investigated political extremism and subversion in Nyland, while Westerberg presided over the FSD’s counter-terrorism unit.

‘’To conclude’’, Westerberg said as he looked at his staff one by one, ‘’we know that the actual terrorist threat is rising, both from existing radicalized elements and from a proliferation of radicalizing individuals over the past year. But we lack manpower, budget, capacity, to effectively keep up with the trend. An ever widening gap exists between our capacity to monitor and investigate threats, and the number of targets. Most worryingly, it has gotten to the point that we don’t even know anymore what don’t know. Our sight on what is going on is blurring.’’

Everyone in the room nodded. Gina Thorn, a senior officer who handled the most delicate infiltration operations within the section, laid down her glasses on the table – an indication she was about to give her unsalted opinion. ‘’If I may be frank’’, she began with a childish high-pitched voice that did not quite fit with a mature woman, ‘’we’ve been dragging our feet for far too long.’’

‘’What do you mean, Gina’’, Westerberg asked as he raised his eyebrows.

‘’The politicians don’t give one shit about us or our work, because nothing has happened.. Yet. The public has no idea. The media – they have frightened everyone within this entire organization. Everyone fears bad press. If we do nothing, we becoming passive bureaucrats sitting at their desks waiting for a terrorist attack of unprecedented scale to happen.’’

‘’Come forward with a proposal, Gina.’’ Westerberg interrupted her rant. Gina paused for a moment and looked at everyone before she continued.

‘’We need a comeback. We need a campaign, of several operations, to restore our information position, and we have to get over our fear of failure or attracting bad press. If we do not know where the terrorists of tomorrow are, we could start by letting them come to us.’’

Westerberg suspected he had an idea of what Gina was aiming for. But he also knew that was potentially costly, complex to execute, and the consequences of such an operation could potentially be very damaging to everyone involved, including the country as a whole.

‘’We create our own terrorist network. We’re gonna get out there, and see what flies are attracted the pile of crap we leave for them. We could set up online radical forums, blogs, video’s. We could establish religious ‘’study groups’’ in the neighbourhoods and make them appear a little edgy, see what figures come to attend. See whether they try to influence such groups, and in what direction they try to pull. And we could establish activist circles, cultural organizations that sympathize with the suspect countries in this world… We could do a lot to lure radical figures towards us.’’

Westerberg listened carefully. He agreed with Gina, but she was speaking as an intelligence officer – one that was getting creative as he always demanded. But Westerberg was an executive, and he had to deal with the rest of the organization. He doubted whether they’d be willing to give him that much room to operate. In fact, the kind of operations that Gina proposed would probably require formal presidential approval – but that was for the legal advisers to sort out if it even came that far.

Westerberg stated his doubts but Gina seemed determined to get the 4th Section slam with its fist on the table for once. ‘’To hell with the other section heads!’’

Westerberg promised her to bring up the proposal if she delivered him a written draft of her plans and the possibilities she saw. After the meeting however, when the 5th Section’s liaison had left the room, Gina came to Westerberg to talk in private. ‘’You know… I know this is drastic, but with some parts of the plan we could easily go ahead without informing or asking anyone from the organization. They can’t disapprove of what they don’t know.’’ Gina suggested with a stern face. Westerberg was perplexed.

‘’Give it a thought.’’ Gina added and she headed back to her office – which was one of the most highly secured locations within the FSD’s headquarters. Westerberg had little stomach for Gina’s appetite for intrigue and conspiracy. But as always, he kept an open mind and stored her suggestions as yet another option available to him. His only goal was to get the CT section back on top of matter, before people would get hurt.

At the end of that day, Westerberg wished his staff a good weekend and left the building. His driver was already waiting with the car, and opened the door for him. But as Westerberg stepped into the car, he turned pale. On the radio, the news was told that an ‘unknown middle-aged man had been shot by the police after waving a knife in public and wounding three people’. The police could not say whether the motives of the man were terroristic, and that his house was being searched. It has begun, he thought to himself. Would this be the first of many similar and more serious incidents to come?

I floated the idea, I'm not sure to others but certainly to myself, of a sort of podcast? Talk show? for the community for a while now, at least since before the move away from zetaboards to here. While this probably isn't the final format or even the final title, I feel like I wanted to at least start something that - while requiring at least some time - doesn't require a whole lot of effort. I'd intended for it to have more structure and feature at least one person who wasn't myself every week, something with a bit more of a purpose and a bit less directionless group chatter than the one that was done some years ago by....whoever.

Also, the title's a work in progress, but it's definitely rambling and it's mostly about eternity maybe kinda, so I couldn't resist the very obvious naming opportunity. By all means, feel free to come up with something better. Flipped Smile

Hopefully you guys like it. I'll probably keep doing it, just because I feel like I need the practice in just, you know, getting out and talking. Let me know if it's something you enjoy regardless, and how many minutes you suffered through before you couldn't stand either the boredom or my voice.

Anyway, enjoy. Or don't. I'll probably still try to keep this as a weekly or bi-weekly thing (monthly just feels too long) regardless. All videos will be in following posts so I can keep this clear for a list of them if I want. HEAR ye, hear ye, the 1593-1594 session of the Nyland Federal Assembly is now in session. All Honourable Assemblypersons, do please take your seats for role-call.

Within these halls, all legislative decisions for Nyland shall take place. Anyone from any party shall be allowed to present legislation for consideration, but only one bill may be active upon the floor for debate and vote at any one time. Furthermore, during debate, one must clearly state who is being recognized to speak on the floor, their party (if applicable), and then put forth their statement or argument for or against the bill and other points of discussion; one may refer to others arguments if they so desire, but they shall refrain from direct outbursts on the floor without having been called to the floor to speak.


The Rules
This is meant to be a fun thing where anyone can pop in as an assemblyperson of Nyland's legislature, and legislation by no means has to remain serious or solemn. There are a few basic rules to consider, however:

1) Legislation for the period can only be presented during an open period for submittal. The status of the Bill Submittal period is located above. If you miss the posting period, tough shit; hold onto it for later.
2) Submitted Bills are first-come, first-served. If emergency stuff happens, such as natural disaster or a state of war, a separate thread will be created. (No more Tambossa-style "vote only" unless time is really, really of the essence)
3) There are no time limits on debate. If the session ends before debate finishes, or we don't get through the queue of bills, then tough shit, it's gone; remake it in the next session.
4) To move for a vote, two people must motion for a vote. Voting will then begin in this thread, with people posting whether they vote for or against, and which party they represent.
5) After a bill moves to a vote, there is no revote; will not be re-submitted until the next session.
6) Votes will be weighted by party, and the party's votes split based upon those who recognize themselves as from such party. Individual people may of course split their alloted votes amongst (yes), (no) and (abstain) if they so wish.
7) Any Bill that passes a vote, regardless of how trivial or silly, will move to the President's Desk for consideration; the President must post his approval/denial in this thread.
8) Any bill denied by the President may still become law with a 2/3 majority in favor in the legislature; any bill approved by the President is in immediate effect and becomes law throughout Nyland.
