Expansion Goldecian overseas territories merging into Goldecia

Basically the overseas territories of Goldecia have referendums on integrating into Goldecia and gaining seats in parliament. Thy'd become like French guyana basically. THE CDP government propose it to make adminstration far more efficient and give them more of a voice. It is put up to referendum with most voting in favour given the demographics.

Incorporating overseas territories doesn't really count as an "expansion" so much in the sense of needing permission to do it. Really all you'd need is to write it, or RP it with someone if you want something more than just a solo story.
