So there were no pre-Mestrans as the Mestran nation was created from the union of the Kingdom of I'valis and Corali. In turn these two kingdoms were the left over remains of the Galasian Empire in the South. It would be in this case that what is being referred to as pre-Mestran would have either been Galasians from the Kingdom/Empire period or from the Gala tribes themselves which later unified into the Galasian Kingdom/Empire. The Gala do not arrive until 726 BCE with the Kingdom of Galasia being formed around 504 BCE.
The final deathblow to Galasia would be in 12 CE, when the Mestran precursor states were founded.
All of this is based on the current historical setting for region where Mestra exists. There were a couple of early peoples such as the Valadrians and Anderisians that existed in the area, these would later be consumed by the Galasians, and then again when Mestra conquered its neighbors. I can always flesh out some more history, which probably should be done anyway.
