Political system:The political system was a one party state governed by the Rājya Surakṣā Aura Samr̥d'dhi Kī Pārṭī or the Party of State Security and Prosperity. The party was run by the National Committee which is headed by the Mahāsaciva(General Secretary)who is selected by the State Council and Committee for Political Stability.However the country is now a functioning democracy where any type of party can register and be represented in parliament and all castes can easily vote. This eventually moved on to a suppposedly democratic system of 421 Elected seats and 50 military and 50 Nobala Astha seats. However the involvement of businesses , unions, military and popular vote ended up with undremocratic results controlled by the elite. Furthermore electronic voting made the elections dubious. In 1583 protests happened in major cities which were dealt with by the government delaring martial law resulting in the deaths of 10's of thousands. Despite these attempts to "restore order" the govenrment failed to contain protests and soon military realising they would be next to face the wrath turned on the government and declared a coup and then invited the international community to design a new legal framework.
The new system was officially introduced in 1589.The new system consists of officially 2 but effectively three chambers all operating as seperate branches of government. The first is the national Assembly which has approximately 400 seats split into state lists. National Assembly Members then elect 20 cabinet members who then elect a President and National Chairman who between them propose a list of cabinet positions to the National Assembly for approval. Cabinet members then effectively form their own voting branch which cannot vote in the assembly and rarely attends the National Assembly. The cabinet is allocated on percentage of seats within the coalition. This effectively reduces the National Assembly to 380 voting members who regularly meet. The second house is the House of Jurors which is independently nominated by the courts with 25 nominated to look over laws and see if they are constitutional. If 75% agree they are it passes up the last stage. The process of making a law can be done in one of two ways:
National Assembly origin:
1:National Assembly bill voted for by more than 50% or 75% in case of constitutional changes
2:Law passes to House of Jurors which it must pass 75%
3:Cabinet Vote on law and if 50%+1 Vote(75%+1 in case of constitutional ammendment) in favour then it passes if not it can be ammended then down one step
4:If sent down and it passes House of Jurors 75% then it goes to National Assembly
5:If National Assembly votes 50% in favour or 75% in favour for constitutional changes then its passes up to the cabinet for vote, National assembly may ammend and if that happens then it must pass once again the house of jurors and cabinet vote before signing.

Article 1
1.1 The government structure shall have a seperation of branches between courts, executive and the legislative bodies in regards to law and interpretation of law. These shall be split into the judicial Court of Jurors, The Executive Council and Senate.
1.2 Laws shall require 50%+1 votes in the Senate , Executive Council and Court of Jurors in order to pass
1.3 Amendments to the constitution and appointments shall require a 75%+1 vote in the Senate , Executive Council and Court of Jurors in order to pass
1.4 The Senate shall consist of 800 Senators who shall be apportioned to states based on population. The seats shall be apportioned under a PR D'hondt system
1.5 The Executive council shall be appointed from a list of candidates on D’hondt system.This shall consist of 20 Executives.
1.6 The executive council shall be made of the following ministers and positions President, Vice President, Minister of Culture, Media and Sport, Education Minister, Health and Social Care Minister, Transport Minister, Treasury Minister, Social Security Minister, Energy and Resources Minister, Foreign Minister, Borders, State Security and Defence Minister, Business Minister, Agriculture Minister, Rural Development Minister, Environment Minister, Democracy,State and Local Governments Minister
, Ostaran Minister, Justice Minister, Law and Order Minister and Equality Minister. The Executive Council shall be elected by the Senate and confirmed by a majority vote of the Court of Jurors.
1.6 The Court of Jurors shall be appointed by a body independent of Executive Council or Senate
1.7 All houses shall be overseen and monitored by the Overseers Agency
1.8 The Overseers Agency shall investigate with any complaints about corruption or misuse of government powers and regularly audit any government agency or branch.
1.9 All elections shall be publically funded with each candidate receiving the same funding and any political donations shall be banned. No political fundraising shall be allowed
1.10 The court of Jurors must vote on the basis of constitutionality of law and shall consist of 15 Jurors
1.11 An equal allowance shall be given to all political parties
1.12 No donations to politicians or political parties shall be allowed and any donation shall be classed as a bribe and corruption under law
1.13 Elections shall be held in years ending in 5 and and 0 except in the case of a no confidence vote of 75% in the house or where a government clear majority cannot be established by a coalition or single party in which case a new election shall be held for the remainder of the term
1.14 In event of a failure to reach a majority. The leader of the biggest party has first right to negotiate for the first two weeks after which other parties can seek to form coalitions.

2.1 All residents shall have the right to freedom of speech except for libel or threats of or incitement of violence
2.2 All media outlets shall have freedom of media
2.3 All residents have the right to peaceful freedom of assembly and protest
2.4 All residents have the right to freedom of information except for cases of national security as determined by the courts
2.5 All residents shall enjoy the right to freedom of religion or from religion
2.6 All residents shall enjoy the right to life, liberty and security of person
2.7 All residents shall enjoy the right to freedom from cruel and unusual punishment
2.8 All residents shall enjoy the right to equality regardless of ethnicity, gender, religion , sexuality , disability and caste under law.
2.9 All citizens shall enjoy the right to a fair and speedy trial process and to be treated as innocent until proven guilty
2.10 All residents shall enjoy the right to privacy
2.11 All residents shall enjoy the right to a family life unless convicted of a crime and under sentencing as determined by the courts
2.12 All Citizens shall enjoy the right to freedom of conscious
2.13 All citizens shall enjoy the the right of freedom from slavery, involuntary unpaid work and indentured servitude
2.14 All citizens shall enjoy the right to unionise
2.15 All residents shall enjoy the right to human dignity
2.16 All citizens shall enjoy the right to good quality preventive, life extending and life saving healthcare under a state run healthcare system free at the point of use
2.17 All citizens shall enjoy the right to an affordable education up to university level
2.18 All citizens shall enjoy the right of freedom to travel abroad or domestically unless as part of a incarceration, pre-trial conditions or for national security reasons as determined by the courts
2.19 All citizens shall enjoy the right to set up or join a political party or organisation
2.20 All citizens shall enjoy the right to a secret vote unless incarcerated at the present time as part of a sentence
2.21 All residents shall enjoy freedom from wage slavery
2.22 All residents have the right to a living wage that covers safe accommodation with no more than 2 people per bedroom, a mobile phone, internet ,electricity, gas, clean water and food
2.23 All citizens have the right to welfare if they are unemployed in order to cover the cost of safe accommodation with no more than 2 people per bedroom, a mobile phone, internet ,electricity, gas, clean water and food on the condition work is found within 24 months or a significant effort to find work is demonstrated
2.24 All citizens shall enjoy the right to a pension paid for through taxation to cover the cost of adequate accommodation with no more than 2 people per bedroom, a mobile phone, internet ,electricity, gas, clean water and food
2.25 All disabled citizens shall have a right to financial support and services that help them live independently and access all services on an equal basis whether by private corporations or the public sector
Article 3:
3.1 The military shall be overseen by the Executive for Defense

4.1 The Executive council shall have the right to create budgets for approval by the Senate and Court of jurors
4.2 The responsibilities and areas of the Senate and Executive Council shall be as follows:
1:Establishing laws and policies regarding the raising of national taxes and control of finances including borrowing
2:National Economic policies
3:Control of borders
4: Defense of borders and homeland security
5:Control over international commerce
6:Control of foreign relations and policy
7:Establishment or modification of international treaties
8:Upholding and amendments to the constitution
9:Laws regarding bankruptcy
10:Laws regarding workers rights and safety
11:National policy on law and order
12:National law on public services
13:Laws regarding commerce, competition and the markets
14:Laws regarding health and education
15:Laws regarding social welfare of the citizens
16:Safety Legislation
17:Interstate transport and international transport including aviation and shipping
18:Any necessary laws to the functioning of the country
19:Homeland security including intelligence
Article 5:
5.1 State Assemblies shall regulate local laws of states
5.2 Every state shall have an elected governor and cabinet
5.3 All state assemblies shall be elected via D’hondt system
5.4 State assemblies shall have the following powers and responsibility:
1:State economic laws
2:State worker and safety legislation
3:Local Social laws
4:Marriage regulations
5:Local taxation and spending
6:Running of school districts and laws regarding education
7: Local policing and fire services
8:Local public services
9:Transport within state
10:Laws necessary to the functioning of a state
Article 6:
6.1:Regional Authorities and Assemblies shall regulate local issues
6.2:Regional Authorities shall consist of an elected mayor and assembly
6.3:Regional Authorities have to provide services for local housing, waste management, waste collection, council tax collection, education, libraries, social services, transport, planning, consumer protection, licensing, cemeteries and crematoria transport, garbage, local public services, libraries
Article 7:
7.1: Police shall be funded by a police tax and run by an independent National Commissioner for National Police
7.2:Each state shall have its own police with its own State Commissioner which shall be independently appointed
7.3:All police shall be funded from a dedicated police tax set by an independent police commission
7.4: Police shall be regulated by the National Policing Organisation which shall consist of staff independent from the police and a head appointed by the Court of Jurors.
Article 8:
8.1: A Svarna Central Bank shall be independent of government
8.2:The Svarna Central Bank shall be run by a governor
8.3: The Svarna Central bank shall set the central bank interest rate
8.4:The Svarna Central Bank shall have the power to hold gold and currency reserves
8.5:the Svarna Central Bank shall have power to print and set the amount of currency
8.6 The Svarna Central Bank shall regulate the financial system
8.7:The Svarna Central Bank shall be allowed to rescue banks by owning shares in event of an emergency

3.6 The Internal Security Agency, Cyber Security Agency and the External Security Agency hall have Directors as heads appointed by the Court of Jurors with monitoring by the Overseers Agency
3.7 Operations of the Internal Security Agency, Cyber Security Agency and the External Security Agency shall be monitored by the Overseers Agency
Article 4
4.1 The Executive council shall have the right to create budgets for approval by the Senate and Court of jurors
4.2 The responsibilities and areas of the Senate and Executive Council shall be as follows:
1:Establishing laws and policies regarding the raising of national taxes and control of finances including borrowing
2:National Economic policies
3:Control of borders
4: Defense of borders and homeland security
5:Control over international commerce
6:Control of foreign relations and policy
7:Establishment or modification of international treaties
8:Upholding and amendments to the constitution
9:Laws regarding bankruptcy
10:Laws regarding workers rights and safety
11:National policy on law and order
12:National law on public services
13:Laws regarding commerce, competition and the markets
14:Laws regarding health and education
15:Laws regarding social welfare of the citizens
16:Safety Legislation
17:Interstate transport and international transport including aviation and shipping
18:Any necessary laws to the functioning of the country
19:Homeland security including intelligence
Article 5:
5.1 State Assemblies shall regulate local laws of states
5.2 Every state shall have an elected governor and cabinet
5.3 All state assemblies shall be elected via D’hondt system
5.4 State assemblies shall have the following powers and responsibility:
1:State economic laws
2:State worker and safety legislation
3:Local Social laws
4:Marriage regulations
5:Local taxation and spending
6:Running of school districts and laws regarding education
7: Local policing and fire services
8:Local public services
9:Transport within state
10:Laws necessary to the functioning of a state
Article 6:
6.1:Regional Authorities and Assemblies shall regulate local issues
6.2:Regional Authorities shall consist of an elected mayor and assembly
6.3:Regional Authorities have to provide services for local housing, waste management, waste collection, council tax collection, education, libraries, social services, transport, planning, consumer protection, licensing, cemeteries and crematoria transport, garbage, local public services, libraries
Article 7:
7.1: Police shall be funded by a police tax and run by an independent National Commissioner for National Police
7.2:Each state shall have its own police with its own State Commissioner which shall be independently appointed
7.3:All police shall be funded from a dedicated police tax set by an independent police commission
7.4: Police shall be regulated by the National Policing Organisation which shall consist of staff independent from the police and a head appointed by the Court of Jurors.
Article 8:
8.1: A Svarna Central Bank shall be independent of government
8.2:The Svarna Central Bank shall be run by a governor
8.3: The Svarna Central bank shall set the central bank interest rate
8.4:The Svarna Central Bank shall have the power to hold gold and currency reserves
8.5:the Svarna Central Bank shall have power to print and set the amount of currency
8.6 The Svarna Central Bank shall regulate the financial system
8.7:The Svarna Central Bank shall be allowed to rescue banks by owning shares in event of an emergency
8.8 The Central bank governor shall be appointed by the Court of Jurors with the appointment overseen by the Overseers Agency
8.9 The Central Bank shall be monitored by the Overseers Agency
Article 9:
1.1 The judiciary shall be appointed by an independent body from the government
1.2 The courts shall ensure a speedy and fair trial for defendants
1.3 The courts shall protect the constitutional rights and legal rights of citizens
1.4 The courts shall judge on disputes in law over legal contracts
1.5 The courts shall be monitored by the Overseers Agency
Article 10:
1.1 Corruption in all Branches shall be monitored by the Overseers Agency
1.2 The Overseers Agency may bring corruption cases to court
1.3 Anyone found guilty of corruption totalling more than 20,000,000 Tamba in benefits or money shall be executed by hanging unless in a plea deal.
