Your description is wanting; but after reading the articles, I can't think of much to say or ask. Aside from, "what is the name of the Kortoan company that worked on this?"

• mandates that the technology must be procured (either as production rights or purchase of the product) from Kortoa's company or the Nylander Global Business Machines Industries.
  

In clarification: the procurement doesn't need to be RPed. Just pick Kortoa or Nyland as your source and have fun with your more powerful computers. Though, the technology would really seeped into your country regardless, as you're likely importing your computers.
