This is the OOC page of the IAAD, the International Agency Against Doping. The IAAD is a similar organization to the RL WADA. This means that it is an international organization overseeing and advising domestic or national anti-doping agencies. Besides overseeing anti-doping policies and operations, it runs the ''whereabouts'' system which is a digital system in which athletes have to fill in their whereabouts for every hour of the day so that anti-doping agencies can target them at any time and any place for an out-of-competition doping control. The IAAD also determines the laboratories where collected samples are to be tested and analyzed for possible use of banned substances. The list of banned substances per sports discipline is also internationally determined by the IAAD. The IAAD furthermore conducts research into the field of prevention and detection of doping and it can suspend national anti-doping agencies if there is evidence that they deliberately help athletes to evade detection.

Now I hear some of you (probably 90%) thinking or assuming that ~your~ athletes are ''different'', don't do ''that kinda stuff'', or prefer to win by ''honest means'' because of such and such cultural background or because such and such national morals and values. In reality, no culture, country, or sports discipline is immune to the problem however, because the world of professional sports is much more of a culture of its own than it is of your nation. It has its own morals (only winning counts), the athletes are constantly among each other in a competitive and international environment etc.

I'm posting this page to let everyone know such an organization exists (feel free to refer to it in sports related RP's), I also recommend people to PM me some useful tips about cheats they know of, request advice for your domestic anti-doping measures, or if you want to boost your athletes' performances, send me a PM with the title ''I want to win at all costs and I am up to no good'' with the requests, that I will treat with great descretion and professionalism. Just like the Italian Dr. Conconi, who first introduced the drug EPO into cycling and then simultaneously worked for the Italian anti-doping agency CONI, doping specialists often work on both sides. The IAAD is no different.

The IAAD still needs a seat however. If anyone wishes to volunteer his country (it needs to be a politically stable country, with no controversies or human rights issues, and a reputation of political neutrality - so Switzerland or Canada-like). Does anyone also want to volunteer some person to be the chairman of the IAAD? Otherwise I'd probably pick some Nylander dude.



Anti-doping agencies

All countries have their own national anti-doping authorities (NADA's). These are funded by their respective governments, and are charged with overseeing national anti-doping regulations. They are also charged with conducting doping controls by so-called doping control officials (DCO). These are in-competition controls and out-of-competition controls, and they include randomly selected athletes for testing, specific high-risk categories (think of the best performing athletes), and so-called ''targeted tests'', which are athletes specifically targeted for testing because there is sufficient reason to believe they may be violating anti-doping regulations.

The IAAD and the NADA's have access for example to an athlete's biological passport (ABP), which is a digital system that monitors biological markers that could indicate unnatural physical manipulation. The ABP alone is insufficient evidence for a so-called ''Adverse Analytical Finding'' (AAF), but may be used for targeted testing or the re-testing of old samples, or to combine with other evidence in building a case. The ABP may be used to issue temporary bans on athletes for health reasons when their biological values are showing signs of potential health risks. The IAAD has to approve requests of athletes for ''Therapeutic Use Exemptions'' (TUE) for medication that is on the list of banned substances, but which they require for medical reasons.

Aside from the NADA's, sports federations also conduct their own anti-doping controls. The Sioran Cycling Association and SIFA for example, are responsible for conducting the anti-doping controls within the environment of their own competitions and sports events, making use of the IAAD accredited laboratories.

Below the NADA's there are also so-called Regional Anti-Doping Authorities, usually charged with conducting anti-doping operations within a specific region for smaller sports events, involving only national, semi-professional and amateur athletes.

Doping Controls

When an athlete is singled out for testing, a DCO has to identify himself and will not leave until he has collected the sample. The athlete has to sign a form that he is aware of his rights and obligations. The athlete has a right to pick a sample collection vessel from three different vessels. 90 ml of urine is then collected, or blood (can be both), the DCO must have a clear view to ensure that nothing is added to the urine by the athlete and to ensure he gives his own urine. The sample is split over two bottles which will be sealed and called Sample A and Sample B. The laboratory cannot know to which athlete the samples belong. The samples will be tracked until the reach an IAAD accredited laboratory. Sample A will be tested for prohibited substances or signs of manipulation, Sample B will be stored. If Sample A produces an ''Adverse Analytical Finding'', the athlete is informed. He has the right to request a re-test of his B-Sample, and he has the right to personally observe the analysis in the laboratory. If the B-sample also produces an AAF, it is considered a positive for doping and the athlete is immediately suspended. The athlete may appeal his suspension before the Court of Arbitration of Sports.
