Campaign Plot
Gallia mourns the death of her queen, Elisha Nyra of the House Meneris and her son Nicholas (23) in a plane crash on their return from Mestra. Her only surviving child and heir is Isabella (23) who recently married Lucas, the younger brother of Edward Meneris, emperor of the Imperium. Brian and Isabella fell in love at University and with their families blessing were going to be wed. Nicholas the older twin was named Crown-Prince and would assume the throne, while Brian was also not set to inherit the throne.
With the death of Elisha a power vacuum emerges within Gallia. Questions of succession become problematic. With the only surviving heir being Isabella who was recently married off to a foreign royal member. While not entirely a problem, there has been mentions of Edwards' inability to sire children, leaving the crown to fall upon Lucas should Edward die. While rumblings within Gallia are taking place in the houses of parliament, the ruling elite of Gallia set their eyes on the throne. Their intention is force Isabella to give up her right to the throne and name Lord Barris her successor. Isabella is torn between two fronts. Should she honor her mother and her family or should she do as the lords request. She chooses to keep the throne of Gallia and become its queen.
Tensions turn to a boiling point as the Lords seek to remove Isabella by force. Edward who attempts to stay out of the issue, finally decides to intervene at the bequest of his brother. Mestra sends members of the Imperial Guard with the permission of Isabella to the Gallian capital to protect the royal palace. This causes the lords to grow angry and they begin to retaliate. Claiming the Imperials are seeking to undermine Gallia and to occupy the nation by manipulating the naive Princess. Despite Mestra's rather relaxed interference to this point, Edward receives news that he indeed can never have children.
With this news in hand, Edward is forced to make an official announcement of the fact, naming his brother, Lucas, the new Crown-Prince and heir to the Imperium. As a result this puts the now crowned Queen of Gallia in line to be the next Empress of Mestra. Given that both nations will in time be ruled by the same couple, Edward begins to make a push to annex Gallia, to allow Imperial authority over the nation to take root in preparation for the day the two nations would be unified. Isabella is convinced after a time by Edward and Lucas that this would be the best course of action. Together they work together to bring Gallia under the Imperium as a principality, a province directly controlled by the Imperial family namely in this case Isabella who remains Gallia's Queen until her eventual ascension to becoming Empress. Gallia will remain a more independent province of the Imperium, governed by its own Central parliament and it itself being divided into provincial territories.
the Imperium could have a name change becoming the Mestran-Gallian Imperium, although it would colloquial be called Mestra or the Imperium.
(Will kind of be like Scotland and England under the banner of the United Kingdom, type of situation.)
Potential for Other Player Involvement
I suppose other players can RP their nations opinions, perhaps help with characters in the story, etc.

Alternative idea would be:
Isabella and Lucas have been married for a few years. Elisha and and her son Nicholas were killed in a plane crash a year ago, placing Isabella on the throne of Gallia, with Lucas being the Prince Consort. Edward, emperor of Mestra, passes away in the night from a private medical complication leaving the Imperial throne vacant. According to Imperial law the next in line to the throne is Lucas. As Lucas is readied to take the throne, issues begin to arise on the status of the relationship between Gallia and Mestra. The respective monarchs of each nation are married, and would be expected to live in a single place, likely Mestra. Debates begin in each government about how to best handle the situation. There are calls for annexation, calls for a personal union, despite neither Isabella or Lucas is the sovereign in both countries. Some call for the removal of the monarchy, while others wish to retain it demanding the royal couple remain in Gallia. Matters become complicated as Isabella is with child, a child who by the laws of both nations would be heir to both nations.
I'm thinking of having Gallia and Mestra form a union of sorts, where each nation remains independent of the other, whole being ruled by a joint monarchy, a twin throne. Under articles of unionization, Mestra and Gallia will combine there military resources to create a joint military force to protect the new union. The nations already use the same currency so this wouldn't be an issue. Foreign relations involving the union are controlled by the monarchy for such things as foreign trade deals, declarations of war, etc. Internally both nations operate separate from each other as they have done for the past several centuries. This would make way for the child of Isabella and Lucas to inherit the monarchy of both nations and the throne of the union.
