The Kionna Treaty
Summary
The Khionna Treaty entered force in 1510 and regulates international relations with regards to Khionna, the only land mass in Siora without native human populations. The original signatories to the treaty were the 12 countries to engage in investigations and expeditions on the continent in 1508, when the treaty was first drafted. Since then, the treaty has been revised twice (first in 1537, and last in 1559) to expand its scope, as the number of parties has grown.

The primary Khionna Treaty defines the limits of the continent and establishes the vast majority of it for the shared use as a scientific preserve, establishing freedom of movement and scientific investigation, the free sharing of information and discoveries, and bans military activity from the continent with provisions made to accomodate Southerland, the only country to exist on the continent prior to the treaty. With the exception of Southerland, the treaty does not recognize territorial claims to the continent and bans all but non-permanent development, but accepts and outlines jurisdiction and stewardship claims by parties within 100nm north of 60 degrees south latitude, who take primary responsibility for enforcing the Khionna Treaty within their bounds. Creates the Khionna Treaty Consultative Board, an international forum for administration and management of the continent, composing the treaty Signatories with voting rights, and observation Parties.

The Convention on the Administration of Khionna entered force in 1537 after consensus at the 1537 KTCB Meeting. Revised the treaty to create the Khionna Treaty Secretariat, a permanent office in Anwalt, Southerland that coordinates the exchange of information between Parties, issues temporary determinations between KTCB sessions, and manages and publishes KTCB documents and public information. Revision expands voting power in the KTCB to include "Consultative Parties," Parties recognized by the KTCB to have performed significant scientific activity on Khionna.

The Protocol on Environmental Protection entered force in 1559 after consensus at the 1554 KTCB Meeting. Revised the treaty to include broad environmental protections for flora, fauna and marine resources, and delineates each Party's responsibility to clean environmental practices in the pursuit of scientific advancement while on the continent. Implements protocols for waste management, environmental impact assessments, and environmental emergencies. Establishes specific Protected Areas of Limited Intrusion, limited-entry boundaries for areas of particular ecological sensitivity. Bans the exploitation of mineral resources within the bounds of the protected treaty area, with limited accommodations for Southerland.

Restrictions
Any country may accede to the treaty as a Party. Only Parties to the treaty have the rights inscribed herein, and the treaty allows for the denial, interception, or forfeiture of the treaty's provisions to any non-Party by the consensus of the KTCB.
