It typically makes sure the majority party in the lower house gets a majority in the upper house and tries to apportion seats to the votes. However some parties struggle to get in like the Republicans or One Goldecia who are not popular with the committee or the royals.The system is seen a parliamentary democracy but with bigger powers for the monarch than a lot of countries.
