I don’t think anyone here is implying that the FSD is equivalent to the FBI or other law enforcement. At the very least, we have S.H.I.E.L.D for that.
Organizationally, it sounds like the FSD is similar in mission to the DHS Office of Intelligence and Analysis, which is fine. If we want this to be a relatively recent organization, that too is fine: it could have been created along with “Homeland Security” or whatever, under that cabinet secretary, placing the FSD under DHS.
Alternatively, it could be an independent executive agency like the CIA; it’s not a cabinet department, but an executive agency that reports directly to the President. In this case, it sends reports to the Office of National Intelligence, like Lines said, but is largely independent sans whatever oversight is given by laws and regs. In this case I think the agency would be much older.
It’s up to you, really. Whichever option sounds good to you is fine with me.
