Re: Esneans: they're more related to Mestrans than to Masparians, yes. But they're still different enough that they likely won't happily welcome the Mestrans as heroic liberators ample buttering up.
How democratic was Mestra around this time, btw?

Hmm... I suppose they don't have a strong navy, if that is what I implied originally. That doesn't mean they don't have ships of course, but perhaps the Mestrans are more in favor of its navy as well. it likely can't undergo military conquest of the north as a result of geography, and so it probably invested in its navy. Controlling additional coast lands would allow it to expand that navy, and control the north eastern states access to the sea. I would assume to trade down south along the coast. I assume there would be some opposition from the fleet that makes it way to attack, both fleets could have been caught in the storm as well. A bit of divine faith...
As for the Esneans that's probably a fair point, but with the Esneans conquered and no formal backing from a state, they have little ability to amount a full scale assault against the Masparians. That doesn't mean they wouldn't be happy that Mestra shows up. Perhaps they use the confusion caused by the Mestran forces to their advantage. A third faction if you will. They seize a few towns or cities and try to rally support. Ultimately they would face the Masparians or the Mestrans in open conflict. In the case of the Masparians they would look to retake their land, while the Mestrans aim to expand across the southerlands. Ultimately, it may come down to who will they side with or will they continue to rebel...
Mestra is very strongly under the control of the Imperial Family. Its effectively an absolute monarchy, although power is delegated to the Imperial Senate who oversees the Imperium. These Senators are typically hereditary seats and represent the most powerful noble families in Mestra. The Senate consists of thirteen senators. Three of whom are chosen by the Emperor himself. The Senate effectively answers to the Emperor who can remove a Senator if he sees fit. The military is thus under direct control of the Imperial Family to ensure that the Senate doesn't overstep its bounds.
