Are you sure you're interpreting that rule right? I find it incredibly hard to believe that bring attacked stops a unit from moving, and not only cause I've never had that problem in the automated/online version I've played. Even considering it realistically, an army intent on withdrawing is not gonna stop withdrawing just cause the enemy is advancing on it.
I know that being attacked stops a unit from supporting another, but i sincerely doubt that it also stops it from moving.
