As stated before, Carpathia will intervene if biological weapons are used. The intervention would be akin to what was planned for Svarna, AKA a considerable naval force with multiple carriers would mobilize to the area and proceed to launch missile and airstrikes at military targets. Local powers would be left to manage the ground invasion and provide targeting data for Carpathia's fleet.
