Esteemed Diplomats, the Vestor Licit People's Mandate must protest the inclusion of the Licit Chiri Republic in international affairs of this manner.
The Chiri Mandate is, and has always been an administration zone of the Vestor Licit People's Mandate. Recognising it as a separate state would be seen as a potential dissident action, compounded with foreign undecency.
