The HME's first order of business is indeed to punish the heretics on its border. \o/
@Raz Ally would be good. If you're zealously Sentric, though, Biyra could have a special status where it's nominally part of the HME, but exercises some sovereignty over both domestic and foreign affairs. Either way, the HME is gonna have a rage on for the communists, so they're on the exterminate list too.
