Other Military rule

Could there be a rule where every nation has to declare military budget and % of gdp figures alongside military troops so everyone knows how big other militaries are and to stop militaries suddenly being big.As it stands theres nothing to stop people looking at others military stats and simply doing a bigger military than their opponent.

This is allegedly Carpathias military despite being only slightly larger economically than Eskkya. This seems unreasonable given the likely gdp total. Also 9 Carriers including 4 light carriers. This is US level. How Am I supposed to plan rps not knowing important things like military size, there needs to be a rule where everyone declares total military size."

Also not for disclosure my military spending is 7.50% of gdp for eskkya now due to this being what it would have been had we known about carpathias military size.
