OOC for the Khionna Treaty. Pretty self-explanatory.

It's an international treaty regarding how to go about using Khionna. It's analog is the Antarctic Treaty. Unlike other treaties that have real life analogs, with some exceptions, if you don't go and explicitly state your country's part of the treaty, then it won't be. SO, go add yourself.
