OOC For Nyland's Government

I feel like a need a separate OOC just to address stuff for Nyland's assembly, or government, or whatever.

From there I remembered two things I think I wanted to do:
1) Introduce a National ID system so that the inadequate system of using ironically unsecured social security numbers can be replaced.
2) Introduce price controls and the other things that Kohout tried to do to fix healthcare. Or, maybe something else.

Now obviously NL can't introduce either. Mostly.

Anyway, let's put some ideas here for discussion, since I'm sure people will want to know how Nyland works before writing legislation
