Summary:
The Federal Child Benefit aims to become an instrument of levelling out the expenses between families with and those without children. The objective of the program is, besides of promoting natality for all families, assure a quality of child care and well-being for all children of the Nylander Republic. It is to be funded by local, state, and federal authorities. The federal budget will cover up to 60% of the Federal Child Benefit Program. The rest of the funding will be covered by local and state authorities through local and state taxation.  

Section 1: The Federal Child Benefit: Definition

1.1 The Federal Child Benefit aims to cover for the maintenance of all children aged under 17 who are resident in the Nylander Republic for at least 4 or more years.

1.2 The Federal Child Benefit is a form of income excempt from tax and is not dependent on a family's financial status.

1.3 The amount of child benefit will depend on the number of children in the family. The Federal Child Benefit will cover about half of expenses children cost families, according to a minimum standard of quality established by the Secretary of Education. This Child Care Minimum Standard of Quality will be estabished by the Secretary of Education and reviewed once a year. The Child Care Minimum Standard of Quality is to be understood as a minimum per child, being local and state authorities allowed to increase their rate of Federal Child Benefit covered by their financial means.

Section 2: The Federal Child Benefit: Distribution

The distribution of the Federal Child Benefit is determined as follow:

4rd child / $400
5th child / $440

Single parents receive and additional $30 per child.


Section 3: Complement to the Federal Child Benefit

All expectant mothers resident in Nyland, whose pregnancy has lasted for at least 155 days, are entitled to the Complement to Federal Child Benefit and a maternity grant. In order to be eligible to the maternity grant, an expectant mother must go to an antenatal clinic or doctor for a health check before the end of the fourth month of pregnancy. An expectant mother may choose to take the maternity grant either as a cash benefit to be added to the Federal Child Benefit or in the form of a maternity pack. The minimum cash benefit will be determined by the Secretary of Education, with a quota of $100 per child for the 1585-1586 year. the maternity pack contains child-care items, a sleeping bag and clothing, including a playsuit and various other basic garments that a new-born baby needs.

In addition to the maternity grant, the Complement to Federal Child Benefit will be granted until the youngest child in the family reaches the age of three. The distribution of the Federal Child Benefit is determined as follow:

Section 4: Requirements

4.1 All Nylander citizens who have their residency in the Nylander Republic for at least 10 months per year are entitled to the Federal Child Benefit
4.2 All residents who have lived in the Nylander Republic for at least 4 consecutive years are entitled to the Federal Child Benefit
4.3 There shall not be discrimination to the access to the Federal Child Benefit on the grounds of race, ethnicity, religion, sexual orientation, or marital status.

Summary:
Nyland's military is many several decades past its prime, and far too small to effectively defend itself from the threats of the modern age. This act of the Assembly will fully modernize and futurize our nation's military by providing the funding necessary to procure necessary materials and manpower to overhaul our defense agencies into a top-class fighting force.

Section 1: Defense Discretionary Budget
  1. The Federal Assembly shall approve the appropriation of $2.45 Trillion in additional discretionary spending portioned over the next 12 years.
  2. This additional discretionary spending shall be used for the sole purpose of recruitment, education and training, expansion of existing defense facilities, construction of new defense facilities and installations, and procurement of new defense hardware.
Section 2: Defense Non-discretionary Budget
  1. Department of Defense non-discretionary spending shall be increased from $263 billion to $400 billion per annum to fund salaries, benefits, maintenance, humanitarian efforts and development of military bases, airfields, and naval ports.
Section 3: Mandatory Increase in Personnel Per Branch
  1. A portion of the increased discretionary budget shall be used by each branch to increase the enlisted personnel count by the specified amounts:
    1. The Army shall increase their enlisted personnel count by at least 100,000 personnel.
    2. The Air Force shall increase their enlisted personnel count by at least 25,000 personnel.
    3. The Navy and Marines shall increase their enlisted personnel count by at least 75,000 personnel.
  2. A portion of the increased discretionary budget shall be used by each branch to increase the commissioned officer personnel count by the specified amounts:
    1. The Army shall increase their commissioned officer personnel count by at least 25,000 personnel.
    2. The Air Force shall increase their commissioned officer personnel count by at least 6,250 personnel.
    3. The Navy and Marines shall increase their commissioned officer personnel count by at least 18,750 personnel.
Section 4: Establishment of Committees for the Modernization of Military Equipment
  1. Senatorial Committees shall be established to evaluate and manage Defense Contracts Programs, so as to select new equipment for the armed forces or to determine if suitable replacements shall be procured.
