New government deal finalised after diverse Election results

Today in news the government of Svarna Surya was announced after tense negotiations between parties following the election of 1584 which resulted in a complicated hung National Assembly.The election resulted in a situation where no party could gain power with less than 4 partners although the Svarnan Communist Party is just in the lead with seats. The new government is to consist of the Svarnan Communist Party, Svarnan Labour Party, Svarnan National Communists,Agrarian Party, Socialist Party and Workers Party to form a government with 288 seats and majority of 13 though this reduces to having 50% of the votes in the assembly once the Cabinet is taken into account.The cabinet has been announced to be as follows with all party leaders taking seats in the cabinet:

The President has been announced to be Hanuman Sungte of Svarnan Communist Party the first ever low caste president of Svarna Surya while the National Chairman role is to be took up by Changla Patel of the Svarnan Labour Party, the centre left and most moderate grouping in the coalition.
The new coalition has been formally agreed with areas of economics, trade, foreign policy, military transport, energy and utilities , the environment, transport and Equality being agreed.
On economics the government announced it will encourage three forms of business, State Owned Enterprises , Worker or Retail Co-operatives and Public Private Corporations which would be 50% owned by government and 50% by the other investor or the businessman.It would also be encouraged for foreign companies to partner with local businesses. 600 billion dollar fund over 5 years is to be launched to co-operatise or socialise the economy . For the first time Svarna is to focus on increasing national domestic consumption by upping tariffs to 20% on imports or 40% on agricultural imports with exceptions if the goods cannot be built in the country.A seperate fund will be founded for Agricultural Co-operatives.The minimum wage will rise from 93 Tamba to at least 350 Tamba over 5 years or $0.60 to $2.25 an hour.
On transport it has been agreed domestic private companies are to be banned with only Co-operatives, SEO's or public sector organisations permitted to run domestic airlines, coach companies, rail companies or public transport within Svarna Surya domestically. Meanwhile funds would be made available to boost investment in all forms of public transport, including making sure all transport has wi-fi over the next 5 years and major new unit upgrades are made.Electric cars and bikes are to be encouraged to clean up the atmosphere so that Svarnans breathe cleaner air.
Nationalisation or co-operatisation is to extend to all utilities and energy companies including power plant operators, grid operators and providers to lower costs for the consumer.The new companies will be encouraged to focus on renewables and nuclear energy to clean up the atmosphere.
Media is to be freed up allowing a free media including a free foreign media presence in the country. International media is to be invited to set up bureaus as well as benefit from drop in the price of a press visa to just $10 per 2 weeks which gives one the right to film and to report on events in Svarna Surya.
Corruption is an area where harsh punishments are to be re-introduced . The new laws on corruption will result in death sentence for any corruption over 100 million dollars with 30 years for any corruption over 1 million dollars going forward. If Svarnan owners of the company are found guilty they are to have their business and assets seized and co-operatised or turned in PPP under law. The new law aims to crackdown on corruption creating a clean business environment.Any foreign investors or investors not charged would be paid.
The healthcare and education system under new laws is to be free for all from 5-21 in order to boost education rates with Healthcare to be free for all for life meanwhile education is to be reformed with religious focus to be reduced in education. These are part of a series of public service and welfare reforms which will include the replacing of all benefits with universal basic income and a disability top up for those who need it with a temporary job seeking benefit. These would be paid per adult and child at a set rate.The final major reform in this area is a new generation of public housing for all to provide all decent homes.
Law and Order will be made fairer with freedom to protest protected , tribunals and investigations into all war crimes and crimes against humanity as well as the establishment of a Truth and Reconcilliation Committee with justice to be applied equally regardless of pay , rank or caste.Drugs will be decriminalised though drug dealing will still result in death.
The military is to strengthened into a regional power military with a focus on defence or medium range operations for now under the coalition agreement while foreign policy is to focus on repairing relations increasing trade relations with socialist states and neighbours while protecting the economy. The new agreement is to be paid or with a 55% tax on the rich, taxes on second homes for the rich as well as a land value tax for local funding.Taxes will be increased overall but this is to be offset by the provisions of extra public services according to government. The new government hopes to "Create a fair and balanced economy where the fruits of peoples labour goes to the Svarnan people.
It is understood border control policies are to still maintain a points system based on skills and family links.
