Description:
A vocex (VOice Communication EXchange) network is a collection of a vocal transmitters and receivers connected by a physical wire or radio connection to send and receive auditory communications. Unlike telex, vocex transmits to an entire frequency or cable interval, both allowing for near-instantaneous communication and requiring users to strictly monitor and censor sensitive channels for listeners[1]. The two chief advantages of vocex over telex are that they are typically of a spoken voice, allowing the sender to convey more emotional and physical subtext than text alone, and that they are require no decoder as the telex system does[2]. They are, however, prohibitively expensive in their usage of data and lack of existing infrastructure on a national scale. This limits them mostly to communications requiring precise timing or situations where using a telex keyboard would be impractical. Fighter pilots and naval officers use vocex systems to speak to command personnel while their hands are used for controls, and some infantry units are now being training with hands-free vocex boxes to allow them to relay information in combat. Other more apocryphal systems such as the fabled "Black Phone" nuclear hotline of the Mandate Unification are said to use vocex, and this legend is based in the truth that many high-stakes diplomatic lines have both vocex and telex channels.

Unless data becomes cheaper, or vocex infrastructure widely expanded, it is believed that vocex will remain a high-priority communications method for some time to come.

There really is no need, nor should there be to have a discussion on the existence of telephones. It would likely to be assumed given the current state of the world that such technology exists, and has likely in some regards been surpassed.

Indeed, if it exists in real life, submitting a form for it is not necessary. If it is something sufficiently controversial or otherwise earns its interest, the Directorate will query you.

That said, query: are you saying phones are not in widespread use in Vestor Licit?

Correct, esteemed technologist Ayzek. Rest assured the resources for high speed vocex lines have been put to better use elsewhere. Diplomatic communications will be able to comply with all vocex standards. VOX dispatchers also use vocex lines for quick citizen order dissemination, as well as the government and military uses described above.

As voice communication (eg., telephone) technology exists in real-life and no distinctions from said have been highlighted, the Directorate:
  • dismisses this submission,
  • affirms that raw voice communication technology is available in-game for all countries,
  • acknowledges that Vestor Licit and Licit Chiri have opted out of widespread adoption of said technology, and
  • recognizes that it is called "vocex" in the above-mentioned countries.
