Even if you take some of that northern state that is majority belay transitional council would insist on keeping control of the main river source since thats vital for national security but they will definitely oppose any of the northwestern state being lost.

Yeah that's not happening .Belay control of the river is non negotiable.Maybe part of the northwest state is possible but not that much with the vostic state and eretzoras portion it pretty much leaves belay with half the land it has right now.
