Oer's right, there is indeed a state there and you guys are able to violate its territorial integrity. While we could go out and define that state, that'd be an unnecessary pain if all you want it for is to violate its sovereignty with minor border skirmishes. Try not to violate it too much though, because then it'd have no choice but to retaliate. Minor crossing nearing the Vestor Licit-Miljeon border, it could overlook. But if you were to try to outflank the other by cutting through large swaths of that state...well, that'd make it liable to assist said other.
