  Hôinôm: Changes and Obstacles

Marth 21, 1579

On the eve of the Ngày chêt -"Day of the Dead"-, when Hôinômese people burn candles and cook mooncakes in memory of their ancestors, everything seemed calm. It had an ominous start, however, in the industrial town of Ma Noi, when two buildings collapsed between 10:04 and 11:48 am, causing a death toll of at least more than one thousand people, many of them women and children. The smoke caused for the collapsed could be seen from Hôi Luỳên's suburbs, asa the capital city of the Imperial Kingdom was only a few kms from Ma Noi.

Ma Noi was mostly an industrial town, already the third most populated city in Hôinôm, despite it was only a small village on early 16th century. Although most foreign companies were based on coastal towns such as Nam Dinh and Bâc Duong, the improvement of infraestructures in recent decades had made a town like Ma Noi more profitable than in the past. Two of the collapsed buildings were owned by a Hôinômese businessman, Kim Quang Ngôc, who worked mostly exclusively with foreign companies. Many products for Sainamese, Tieguoese, Goldecian, or Oslanburgan companies were produced in buildings like those. The picture of a dead girl buried on rubble along a Toire Inc. product become viral on Hôinôm's social media, before it could be censored.

The news spread quickly, and while a rescue team was sent from Hôi Luỳên, a vigil was started in a nearby square, organized by the families of some of the victims. The death toll continued to rise, and workers and fellow citizens came to show their solidarity, or just curious. A group of local lawyers filed a case against the owners of the building and the factories operating inside it. They were really prepared for it, as it wasn't the first time such disaster happened on the town. Two local overseers were arrested, but the Governor of the province blocked any legal action against Kim Quang Ngôc. Hours later, a group of activists and relatives of the victims were arrested after they had a quarrel with local government officials.

On evening, the vigil turned into a larger protest, and some local workers and victims' relatives set up an informal committee which prepared a list of demands, including the arrest and trial of suspects and an independent commission to identify vulnerable factories. That midnight, however, an explosion and the subsequent fire broke out at the disaster site and authorities were forced to temporarily suspend the search for survivors.

Marth 22, 1579

The mood was heated in Ma Noi that morning. It did not help that the Governor ordered to evict the relatives and protestors from the square, claiming security reasons. A violent clash between protestors and policemen followed, police fired into the air in an attempt to dispere the crowd, and more than 200 people including minors and victims' relatives were detained.

Hour laters, protesting workers and relatives paraded through central Ma Noi by thousands to demand safer working conditions and economic compensation for the families affected by the collapsed buildings. Chants calling for the execution of the building owners could be heard in the crowd. But another violent clash between police and protestors resulted in 50 people killed, two of them policemen.

Riots followed in Ma Noi and nearby towns, targeting vehicles, government and commercial buildings, and foreign companies. The Goldecian consulate in Ma Noi was completely burned down, although not casualties were reported. A Sainamese businessman wasn't that lucky, as he got lost while trying to leave Ma Noi in his car, being blocked by a large crowd. The rioters attacked his car, breaking the windows, and although he tried to accelerate it was too late. The mob overturned his car and lynched him. The protest had an increasing anti-government anti-foreign tone, as protestors felt that the government was protecting foreign companies which were exploiting the people. That midnight, the offices of Toire Inc. in Nam Dinh were attacked as well with handmade grenades. The offices were completely destroyed, but only a few people resulted injured.

The Governor asked for help to the central government, as he was afraid he was not able anymore to contain the situation, and Minister of National Security Quang Công Quang called for a meeting with the other members of the cabinet.

HEAR ye, hear ye, the 1579-1580 session of the Nyland Federal Assembly is now in session. All Honourable Assemblypersons, do please take your seats for role-call.

Within these halls, all legislative decisions for Nyland shall take place. Anyone from any party shall be allowed to present legislation for consideration, but only one bill may be active upon the floor for debate and vote at any one time. Furthermore, during debate, one must clearly state who is being recognized to speak on the floor, their party (if applicable), and then put forth their statement or argument for or against the bill and other points of discussion; one may refer to others arguments if they so desire, but they shall refrain from direct outbursts on the floor without having been called to the floor to speak.


The Rules
This is meant to be a fun thing where anyone can pop in as an assemblyperson of Nyland's legislature, and legislation by no means has to remain serious or solemn. There are a few basic rules to consider, however:

1) Legislation for the period can only be presented during an open period for submittal. The status of the Bill Submittal period is located above. If you miss the posting period, tough shit; hold onto it for later.
2) Submitted Bills are first-come, first-served. If emergency stuff happens, such as natural disaster or a state of war, a separate thread will be created. (No more Tambossa-style "vote only" unless time is really, really of the essence)
3) There are no time limits on debate. If the session ends before debate finishes, or we don't get through the queue of bills, then tough shit, it's gone; remake it in the next session.
4) To move for a vote, two people must motion for a vote. Voting will then begin in this thread, with people posting whether they vote for or against, and which party they represent.
5) After a bill moves to a vote, there is no revote; will not be re-submitted until the next session.
6) Votes will be weighted by party, and the party's votes split based upon those who recognize themselves as from such party. Individual people may of course split their alloted votes amongst (yes), (no) and (abstain) if they so wish.
7) Any Bill that passes a vote, regardless of how trivial or silly, will move to the President's Desk for consideration; the President must post his approval/denial in this thread.
8) Any bill denied by the President may still become law with a 2/3 majority in favor in the legislature; any bill approved by the President is in immediate effect and becomes law throughout Nyland.

This is the Voice of Siora Planning Thread which should be used to plan for all Voice of Siora Competitions.

General Rules and Guidelines

First and foremost, each host has some leeway in determining how the competition will be run.  The following guidelines were established to assist in structuring each competition, but should not be considered definitive.

Timeline Quick-View

Host nation is chosen.
Participants submit (at least) Studio Phase song entries to the host (and may also submit Live Phase entry).
Host will publish the Studio Phase entries.
If participants have not submitted a Live Phase song entry, they should do so at this time.
Preliminary Vote takes place.
Host publishes the Preliminary Vote results.
Host will publish the Live Phase entries.
Final Vote takes place.
Host announces the winner and host of the next competition.


Choosing a Host

The Voice of Siora competition is hosted every two (2) years.  The winner of the previous competition will host the next competition in their own country.  For instance, if Nyland wins the 1570 Voice of Siora competition, they will host the 1572 competition.

The host of that year's competition will not submit an entry for voting and thus cannot be re-selected as the host for the following year.  For instance, if Nyland is hosting the 1572 competition, Nyland will not submit any song entries during that competition.

If a winning nation is for some reason unable to host, the host will be chosen by random lot from all nations who submitted entries during the previous contest.  For instance, if Nyland wins the 1570 competition but is unable to host the 1572 competition, a lot will be cast amongst the remaining participants of the 1570 competition to select the alternative host.  This process may repeat as necessary.


Competition Phases

Studio Phase - Phase One of the contest, known as the Studio Phase, involves the preliminary finalization of participants in that year's competition.  During the Studio Phase, in IC terms, a single song is chosen by each nation to be played across the Sioran Broadcasting Alliance's partner stations and made available to stream on the official Voice of Siora website.  

During this phase, competitors must submit one (1) song entry in the method (private message, email, using a specific template, etc.) and timeframe (IC or OOC) designated by that year's host.

Anyone who does not enter a song for the Studio Phase cannot compete in later phases of the contest or participate in votes for which participation in the competition is a prerequisite to voting.

Live Phase - Phase Two of the song contest, known as the Live Phase, involves the final performance and selection of that year's winning entry.  During this phase, in IC terms, all contestants meet under one roof for a dazzling display of talents.  Before a live audience, musicians, vocalists and choreographed dancers will show their stuff in a two-day event as each participant chosen in the Studio Phase performs a new song, different from that in their Studio Phase.

During this phase, competitors must submit one (1) song entry in the method (private message, email, using a specific template, etc.) and timeframe (IC or OOC) designated by that year's host.  This song should be performed by the same artist, but should not be the same song that was submitted in the Studio Phase.

Anyone who did not enter a song for the Studio Phase cannot compete in the Live Phase of the contest and cannot participate in votes for which participation in the competition is a prerequisite to voting.


The Songs

The songs chosen for both the Studio Phase and the Live Phase must, in OOC and IC terms, be performed by the same artist.

Songs chosen for both the Studio Phase and the Live Phase should, in OOC and IC terms, be performed primarily in a language indigenous to, widely spoken in, or recognized as an official language of that nation.  If the IC language does not have a close OOC equivalent, participants are encouraged to select the closest representation they can.  For example, if the IC language of Nation A is modeled after the OOC Na'vi language from James Cameron's Avatar, but no Na'vi language songs are available, Nation A is encouraged to find a song in an OOC language with similarities to the Na'vi language, such as a Polynesian language.

Songs without lyrics are acceptable.

The songs chosen for the Studio Phase and the Live Phase must be different songs.  Remasters, acoustic [or other] mixes, instrumental versions, and so on, of one song are not considered to be a different song.

Resubmission of previous years' entries and covers of previous years' entries are not acceptable.

Submission of different songs by an artist which was submitted previously is acceptable.  

Should two participants choose the same OOC artist and/or song, the participant who submitted first will be allowed to claim that artist, and the participant who submitted second will select a different song by a different artist.  For example, if Nyland and Lanlania both submit "Caramelldansen" by Caramell as their entry, but Nyland submits the song one day before Lanlania submits it, the host should advise Lanlania to choose a different song by a different artist.

The Studio Phase and Live Phase entries do not need to be submitted at the same time, although this is permitted and encouraged.  If the Live Phase song is submitted later, it should be submitted no later than the time of the Preliminary Vote.

If a participant fails to submit a second song by the time of the Prelimary Vote, the participant will be removed from the competition.  They should not be considered to receive points for the Preliminary Vote.


Voting

Preliminary Vote - This round of voting is applied to songs submitted for the Studio Phase and will take place between the Studio Phase and the Live Phase.  

During the Preliminary Vote, each forum member (not each nation) is allotted five (5) votes at one (1) point each. For example, Sal runs two nations: Luah'u and Karjelinn.  Sal gets to distribute five (5) votes at one (1) point each.

After all Preliminary Votes are tallied, the five (5) contestants with the highest number of points will enter the Live Phase with a base score of six (6) points.  For example, Nyland, Lanlania, Florinthus, Oslanburg, and Karjelinn receive more points than all other nations during the Preliminary Vote.  At the start of the Live Phase, Nyland, Lanlania, Florinthus, Oslanburg and Karjeinn will have six (6) points while all other nations will have zero (0).

Whether or not a nation receives points during the Preliminary Vote is not indicative of loss or ejection from the competition.  The Preliminary Vote merely indicates crowd favorites; all competitors will move on to the Live Phase whether or not they "win" the Preliminary Vote.

During the Preliminary Vote, the forum member who is hosting the competition may vote.

During the Preliminary Vote, a forum member who did not enter a song to participate in the contest may vote.

During the Preliminary Vote, a participant may vote for their own nation(s).


Final Votes - This round of voting is applied to songs submitted for the Live Phase and will mark the end of the competition.  

During the Final Vote, each nation is allotted seven (7) votes, which are ordinal.  The points available to give are as follows: 12, 10, 8, 6, 5, 4, and 2.  For example, Sal runs two nations, Luah'u and Karjelinn.  Sal has fourteen (14) available votes to give: seven for Luah'u (7), and seven (7) for Karjelinn.

These points, combined with any points awarded during the Preliminary Vote, will be tallied for each nation, and the one with the highest number will be announced as winner and will be the host of the next competition.

During the Final Vote, the host nation may vote.

During the Final Vote, a forum member or nation who did not enter a song may not vote.

During the Final Vote, a nation may not vote for itself.

Welcome to the 1578 Elections! We have a very important election this time around, but when are they not? Last election saw a shift in the power dynamics on the leftist wing of the political landscape, with big gains for the Greens and subsequent losses for the SDAP, as people grow disillusioned and hungry for a new socialist champion. Could these off-term elections see the NCL-Green alliance grow and a solidifying of power for the government, will we see a resurgence for the SDAP, or will we see a turnabout as the minority becomes the majority...and a damning condemnation of those in power?

Voting will take place between now and run until whenever. Perhaps the end of Alva, next rp year, or whenever I remember to stop voting. I guess we'll see.

Everyone will have TWO votes to split between all parties; yes, this is a major change from the normal procedure. A list of all registered parties, and links to their information can be found below, and may also be found within the vote itself. If you don't see any parties that fit your ideals, you like, or want to create your own just for the heck of it, then you can come to this thread and set one up! if you're curious about the makeup of the past term's legislature, you can see that at the veeeeeery bottom of this post.

This is the OFFICIAL database for Siora's Democracy Index, as administered by the "Freedom and Democracy Study" of Nyland's Rue Research Group, a not-for-profit academic study formed by Nylander social, economic and political researchers in 1522. Originally meant to only analyze Nyland's deficiencies and how it could improve, the study eventually expanded to include any and all nations the researchers could reasonably include. PLEASE note that there is no universal definition of "democracy," and while the researchers attempted to be as unbiased as possible, this survey is conducted by Nylanders, and as such the questions and answers will obviously be bent towards their definition of the term.

  Pricing cars tips and tricks

Noticed some games(Automation and Gear City) are not giving accurate pricing for car model and specs. Now there are probably a few reasons why so I'm gonna give an example of where it might go wrong. Lets just say the game or us site gives price of $70,000 Dollars or so. Its probably missed out key parts:

1:Import duty:Now this could range from 10% on WTO style arrangement, 0% in free trade or up to 60-70% if you are say importing a car into a protectionist place like China(You can get around those situations by partnering with local manufactaurers to produce cars in that market).
So lets just assume its a standard arrangement going from say florinthus to Goldecia on a 10% rate

So $70,000+$7,000 = $77,000

2: Sales tax:Now this is a key thing, US typically doesn't include sales tax in pricing whereas European sites do as a matter of course. Now sales tax can range from 0% say in places like strathae, in rl world usually will be arround 10-15% at least possibly even up to 25% in some places in Europe. Now assuming we have a similar range here this will change prices dramatically depending on country.

So lets now add say a 15% sales tax on.

So base price is $77,000+$11,550=$88,500.

On this example you can see that $70,000 looked cheap but once you add taxes in it shot up to $88,500 . Thats $18,500 on base price or 26.42% of the original price in taxes. Just watch out for this kinda stuff when setting prices.Also if a market is protectionist and has a china like policy don't be surprised if the taxes add almost the original price on the car in taxes. Its not uncommon and is a massive factor in why for example Jaguars are now made in China and India or why rolls royces could easily be nearly £1,000,000 in china when they cost like £500,000 in the UK.
